  • City Of Kawartha Lakes Family Health Team To Receive Almost $110,000 Additional Base Funding For This Year

    KAWARTHA LAKES-The Ontario government has announced that the City Of Kawartha Lakes Family Health Team will receive an additional $109,825 in funding for 2022/23.

    MPPLaurie Scott made the announcement today. Scott says the provincial government is providing $8.1 million in new annualized base funding to enhance access to primary care in key regions of the province. This funding will support various interprofessional primary care organizations, including 18 Family Health Teams (FHTs), 2 Community Health Centres (CHCs) and 2 Nurse Practitioner Led-Clinics (NPLCs), to continue the deliver of high-quality care that Ontarians know and deserve.

    The City of Kawartha Lakes Family Health Team (CKLFHT) will receive up to $109,825 in prorated additional base funding for the 2022-2023 Funding Year, annualizing to up to $439,300 in additional base funding for the 2023-24 Funding Year, to enhance access and support the delivery of quality interprofessional primary care in our community. This will bring the maximum available base funding to $3,928,240 for the 2022-23 Funding Year and $4,257,715 for the 2023-24 Funding Year.

    “Increasing provincial funding for CKLFHT will directly support the residents of our community through the addition of 2 Nurse Practitioners and 1 Administrative Staff”, said Laurie Scott, MPP for Haliburton-Kawartha Lakes-Brock. “This is another step to providing quality health care close to home. Thank you to the CKLFHT for all they do and continue to do to help our residents”.

Like many communities across Ontario with similar demographics, our community needs a continued infusion of resources toward strengthening primary care for all residents in the region, including physicians, nurse practitioners, and integrated healthcare professionals. Today’s announcement is a strong and positive step forward for the community.”

  • Windsor and Harrow Health Centre FHTs receive grant for oral health care support

    Four local organizations focused on mental health and oral care services have received a funding boost with the announcement of $564,000 in community investment by Green Shield.

    The grants, made in partnership with the WindsorEssex Community Foundation, were announced during a gathering Tuesday morning at Maryvale’s Youth Wellness Hub.

    Recipients include the Canadian Mental Health Association Windsor-Essex County, which received $200,000 to support the Youth Wellness Hub Windsor-Essex.

    Windsor Family Health Team was also awarded $200,000 to support its community oral health care project, while the Harrow Health Centre Family Health Team received $100,000 for its community oral health-care project.

    And $64,000 was awarded to Trans Wellness Ontario to support queer and trans counselling services.

    “Over the past few years, Green Shield has been incredibly proud to partner with the WECF as a leading advocate for community well-being here in Windsor-Essex,” said Mila Lucio, an executive vice-president at Green Shield.

    “With their support, and thanks to the dedication and expertise of these front-line organizations, we have invested over $2 million locally since 2018 in programs that help improve access to mental and oral health care,” Lucio said, “both areas of the health-care system that are often overlooked and under-funded.”

    Lucio said the recipients’ projects will “positively impact over 3,000 lives by offering innovative solutions to help ensure that people in our community can access the resources and care they need.”

    Congratulations to the Bright Lights 2022 Award Winners!

    On October 12 AFHTO named the winners of our eleventh Bright Lights Awards at our ceremony at our annual conference. These innovators have improved access to primary care through their leadership, outstanding work and significant progress made toward improving the value delivered by interprofessional primary care teams throughout Ontario. Bright Lights Award winners are innovators and team players whose work has an impact on the healthcare system and in the lives of their patients and communities. 

    The review committees made up of AFHTO members chose the winners from among dozens of nominations. AFHTO gave awards for each of our four conference themes, as well as a spotlight award for excellent work by an underrepresented primary care team. The winners will receive a $750 education grant each courtesy of Boehringer Ingelheim. 

    In addition, AFHTO’s board presented an award to a physician leader who supported the public and healthcare professionals alike in a hard-hit community and continues to tirelessly advocate for ongoing support. 

    Board Award: Dr. Lawrence Loh
    In recognition of: Providing Leadership to Support the Vulnerable During the Pandemic

    This year, the board has recognized Dr. Lawrence Loh, the medical officer of health (MOH) for Peel Region, and new ED and CEO of CFPC, for his creation of a partnership model that will serve the community well beyond the pandemic.

    1.    New Vision Family Health Team
    Award Category: It Takes a Team: Collaboration Inside and Out
    Achievement: New Vision ICT Geriatric Pilot Project

    New Vision FHT assembled an integrated care team for older, non-rostered adults in Waterloo, reducing the waitlist for a geriatrician and optimizing patient care.

    2.    Queen Square Family Health Team
    Award Category: Health Equity at the Centre
    Achievement: Nurse Practitioner-led Gender Clinic

    Led by Erin Ziegler, Queen Square FHT developed the Nurse Practitioner-led Gender Clinic to provide safe and gender-affirming primary care to transgender and non-binary individuals.

    3.    North York Family Health Team
    Award Category: Sustainable Solutions to Primary Care Problems
    Achievement: Creating the Colorectal Cancer Survivorship Program (CSP)

    North York FHT created the Colorectal Cancer Survivorship Program (CSP), which provides continuity of care for people who have been treated for cancer with an interprofessional team.

    4.    North Shore Family Health Team 
    Award Category: Mental Health and Addictions
    Achievement: Care coordination for patients who experience mental health struggles

    North Shore FHT used an increased approval for a part-time navigator position for intake, assessment and care coordination services for patients who experience mental health and/or socio-economic struggles.

    5.    Wawa Family Health Team
    Award Category: Spotlight Award
    Achievement: Quality Patient Navigation Support

    Wawa Family Health Team expanded their Medical Abortion Program to include a virtual component, serving dozens of urban women, in addition to local patients.

  • Spring Highlights 2022: AFHTO Leadership Council

    The AFHTO Leadership Council met on June 14, 2022. Below are highlights from the spring 2022 council meeting, projects that are underway, and links to useful resources, including last week’s webinar on the Working for Workers Act.

    Compensation Markey Review in Primary and Community Care

    • We know that compensation rates across teams is a huge concern. Primary and community care providers/staff are underfunded compared to other areas of the healthcare sector, and funding for these roles has not kept up with inflation and cost of living increases.
    • AFHTO has begun work with 10 other associations to provide recommendations to government on reasonable and fair compensation in the sector, outside of acute care.
    • Our RFP has been issued, and a vendor is expected to be confirmed in August. The market review work will be complete in November. A summary of the work will be shared with members shortly.

    Vaccine Update in Primary Care

    • AFHTO received an update from the ministry last week on vaccines in primary care, including those given to Indigenous communities.
    • The Primary Care COVID Vaccine Update can be read here. If you are experiencing any challenges with vaccines in your community, please let us know.

    FHT Contract Consultation

    • FHT 2018-2022 contracts have been extended to March 2023, and AFHTO will be providing recommendations on an updated contract to the ministry in the fall.
    • There are now three working groups discussing the top three areas for modernization in the contract and who will be finalizing recommendations: governance, performance and accountability, and FHT/physician affiliation.
    • AFHTO will keep members apprised of this work and may reach out for more input. Stay tuned for more details!

    AFHTO Conference and Bright Lights Submissions

    • The AFHTO conference is on October 12, and nominations are now open for the Bright Lights Awards. Awards will be presented at the conference – which will be hybrid this year! – and fall in the conference themes:
      • It takes a team: collaboration inside and out
      • Health equity at the centre
      • Sustainable solutions to primary care problems
      • Mental health and addictions
      • Special recognition for underrepresented teams

    Provincial and Federal Advocacy

    • The 2022 election is done, and a majority progressive conservative government has been elected. AFHTO looks forward to continuing our work with them. We expect to learn who the next health minister is shortly and will begin outreach this summer.
    • Thank you to all members for your excellent local advocacy. We encourage you to congratulate your MPP on their (re)election and begin/continue relationship building.
    • Please share any stories and pictures from the election with Beth MacKinnon to support AFHTO’s central advocacy.
    • AFHTO will be starting federal advocacy to encourage prioritization of funding to team-based primary care in Ontario. This advocacy will begin this summer.

    Resource Library Refresh

    • AFHTO is updating our members’ resource library with samples of by-laws, policy manuals, strategic plans, agreements, and more. Many of the samples we post are contributed by members for members, so we need your help!
    • If you have any resources or tools you are willing to share with other teams, please send them to us or to the member on our leadership council who will be reaching out to you. Stay tuned!

    Increase in Nurse Practitioners’ Scope of Practice

    • As of July 1, 2022, nurse practitioners will see an increase in their scope allowing them to order computed tomography (CT) and magnetic resonance imaging (MRI) scans.
    • NPs will now have the ability to:
      • Refer individuals to the Ontario Lung Screening Program (OLSP) and the High-Risk Ontario Breast Screening Program (OBSP)
      • Manage unattached OBSP participants with abnormal results
      • Authorize OBSP sites to arrange all assessment tests required for OBSP participants
    • NPs have been able to provide colonoscopy referrals for the ColonCancerCheck (CCC) program, but if they would like to be added to the OH list of providers who can support patients with an abnormal FIT result who does not have a primary care provider, they can put their names on the CCC attachment form.

    Managing Risk Post Pandemic

    • As the insurance industry experienced high claims during the pandemic, renewing in 2022 will be met with increased premiums and changes to policy packages. Sourcing for insurance that meets a primary care team’s need within its budget can be cumbersome. Working with an insurance broker can help a team compare its existing policy against what’s available on the market and to get an affordable renewal premium rate.
    • Starting the renewal process at least two months in advance of the coverage expiry gives enough time to evaluate the team’s insurance requirements and the quotes received.
    • To connect with an insurance broker or if you have any questions, please reach out to Sombo Saviye.

    Update on Temporary Retention Incentive for Nurses

    • Roll-out on this funding is slow but the ministry has told AFHTO it is a priority. They’re working on a funding package for approval by the minister, once appointed, as quickly as possible.
    • While timing is not confirmed, the ministry anticipates it may be late summer before nurses begin to see this first payment. The second payment would be in the fall.

    Mental Health Supports for Healthcare Providers

    • Ontario Health has started providing bilingual mental health and wellness supports for healthcare workers, a collection of services alongside the Ontario Psychological Association.
    • Frontline workers can self-refer to one of the five mental health hospitals where they will be matched with a social worker or psychotherapist for up to 6 sessions of 1-1 therapy. If they are deemed to require more sessions or may be best served by a psychologist/PA by the hospitals, the patient may be referred to an OPA psychologist for 8 (up to 12 sessions) of therapy covered by MOH. Check out their digital toolkit.
    • CMHA has also launched Your Health Space, a free mental health program designed to support healthcare organizations in addressing burnout and promoting psychological health and safety in the workplace.

    Working for Workers Act: Tools and Recording from Webinar

    • Maria McDonald from McDonald HR Law joined members of AFHTO, the Alliance, and the NPLCA on June 16 to review and answer questions on the “Working for Workers Act: What Employers Need to Know.”

      • In 2019 Trent Hills FHT won special recognition for providing better care for rural children . This year all new/underrepresented primary care teams again can win an award for their contributions to Ontario’s healthcare system. The winner(s) will be selected based on the strength of their nomination to one of the four categories above.

    New provincial prenatal screening requisition

    The Prenatal Screening Requisition has been updated to reflect recent changes to screening for twin pregnancies as well as to streamline the screening process for pregnancies with confirmed or suspected vanishing twin/co-twin demise.

    The new requisition form (version 3, May 2022) is effective immediately; please discard all old forms. The updated requisition form for all three Ontario Multiple Marker Screening labs (Trillium Health Partners-Credit Valley Hospital, Mount Sinai Hospital, and North York General Hospital) and accompanying step-by-step guides for ordering multiple marker screening (such as enhanced First Trimester Screening) can be found on the PSO website.

    Reminder – impacts of transitioning cancer survivors to primary care

    Ontario Health has developed a short survey to better understand your practice, your comfort level providing care to cancer survivors, the challenges you face, and your experiences in providing care for cancer survivors. Their goal is to use the results to develop tools and resources to support you in providing care to survivors and improving patient care across the care continuum. 

    The survey will take about 5-10 minutes to complete, and your input by Friday, June 17th, 2022, would be greatly appreciated. For any questions, please contact Meaghan Wright (Meaghan.Wright@ontariohealth.ca).
