Spring Highlights: AFHTO Leadership Councils

Below are the highlights from the spring 2018 meetings of AFHTO’s Executive Director Advisory Council (EDAC), Physician Leadership Council (PLC), Board Chair Leadership Council (BCLC) and NPLC Leadership Council (NPLC LC).

FHT-MOHLTC compensation packages

Compensation packages for recruitment and retention have now gone out. For the first time, the letters provide multi-year funding support for three years – 2018 to 2021. The link to the recorded webinar with the Ministry is here for EDs only (password protected please contact info@afhto.ca if you have misplaced the password). We expect a follow-up Q&A from the Ministry shortly after the election. The 2017 Korn Ferry Market Refresh Report was used as the basis for recruitment and retention advocacy discussions with the Ministry. While most providers are now able to receive funding more aligned to current market rates, the exception is Senior Management (levels 10 to 13). Accompass has developed a Lead Executive Role Assessment Framework and Guidance document to provide boards with recommended ranges of compensation based on responsibility of the role and the size and complexity of the organization. The materials are intended to provide a level of guidance previously unavailable to all Boards and to ensure that the Boards are referencing a consistent set of criteria for making compensation decisions. This Guidance Document also fulfills the Ministry’s requirement that Boards use ‘factor-based’ analysis when determining compensation rates as per the Ministry’s Recruitment and Retention Planning Guide. If the Board decides to provide compensation above the applicable funded rate to the Lead Executive role based on the assessment framework, funding for this additional compensation must come from other funding sources or from reallocations of Ministry or LHIN funding. We will be hosting two (2) webinars, led by the team at Accompass, to walk you through the framework developed and to answer any questions you may have.

Expansion of IPC teams

We continue to advocate for investments in interprofessional team-based care. We are pleased to announce 26 FHTs (including 4 new FHTs) and two NPLCs will be receiving expansion allocation funding from the Ministry. A Community of Practice has been established for these teams to share tools and discuss expansion approaches, and we had the first call with EDs on May 22. If you are in one of these FHTs and NPLCs and are interested in being engaged as well, we encourage you speak with your ED.

Building relationships and working with the LHINs

AFHTO met with all 14 LHIN CEOs on May 10, 2018, to discuss how we can work together and support the LHINs in achieving their new primary care responsibilities under the Patients First Act. The following potential areas of collaboration were discussed:

  • Primary care capacity framework
  • Primary care measurement framework
  • Co-designed approach to care coordination
  • Partnering for equal access to IPC (minimizing current inequities)

While all LHINs are at different levels of preparedness on their new oversight, we were encouraged by their willingness to work together and to strengthen the primary care/LHIN partnership. Finalizing the primary care multi-sector accountability agreement (the “M-SAA”) and ensuring alignment to the FHT-MOHLTC contract remains a priority, so that teams can access funding directly from the LHIN. Further updates will be shared as we continue to build this relationship.

Government relations

The provincial election is now under way and Election Day is June 7. This is our opportunity to advocate for team-based primary care in Ontario to all candidates. To do that, they need to hear from you – people who live and work in the riding they wish to represent – and understand its local value. Materials are posted on our website and kits containing that material were mailed on Tuesday, May 15, for candidate meetings. The kits provide the following: AFHTO’s advocacy brochure; AFHTO’s Strategic Plan; and a slide deck to summarise our asks, which you can reference during the meeting. Please let us know if you have had any meetings with your candidates – send your pictures and stories to info@afhto.ca and use #EveryCommunityEveryPatient on social media so we can spread the messages! After the election, meetings with MPPs and local advocacy will be important to continue to advocate for interprofessional team-based primary care. EDAC members are reaching out to gauge interest in developing local brochures for FHTs and NPLCs, which would include local stories, pictures and top asks to use when speaking with MPPs.   • FHT Policies & Procedures Provincial Manual – a standardized set of governance and operating procedures for use by teams and other affiliated primary care providers (e.g. FHOs) across the province. It is to be used as guidance only. (July 2018)
  • FHT-Physician Partnership template (external affiliation agreements) jointly with OMA. (July/August 2018)

  • Collaborative Governance Case Studies – identifying FHTs that have successfully undertaken a range of collaborative governance initiatives (June 2018)

QIDS Program updates

QIDS/D2D visioning sessions and member consultations are being held to build on AFHTO’s strong measurement culture and to develop a culture of innovation and improvement. There will be more member consultation over the summer – details to come. Following direction from the AFHTO board, and pending the results of member consultations this summer, we won’t be making any changes to the indicators in D2D 6.0. AFHTO 2018 Conference – Relationship Design with Starfield in Mind

Planning is underway. The deadline has recently passed for submission of concurrent sessions and poster abstracts. We aim to send a call for Bright Lights Nominations in mid-June, and conference registration will open in late June.
